Yes, well this is the substitute for the old wannabees section. A Tophs is a kind of Hangaround Clan. There's no limit to the number of Tophses and they are free to fight as clans and challenge other clans.
The Cnaetophs Clan will not interfere with the affairs of the Tophs Section and vice versa. The Cnaetophs clan is also not responsible for any actions taken by hangarounds...
